Mark Culin has over 30 years of experience conducting criminal and civil investigations. From 1976 until his retirement as a sergeant in 2001, Mr. Culin served on the Fairfax County (Va.) Police Department. During his tenure with the department, Mr. Culin spent 12 years assigned to the Motor Vehicle Accident Reconstruction Unit, where he was the lead investigator on thousands of serious injury and fatal motor vehicle collisions.
While assigned to the Accident Reconstruction Unit, Mr. Culin became recognized as a court certified expert in the field of motor vehicle accident reconstruction, a certification he maintains to this day.
Since 1994, Mr. Culin has been president of Virginia Accident Reconstruction and Analysis, Inc. While Mr. Culin specializes in motor vehicle accident reconstruction, the demand for quality criminal defense investigations, coupled with litigation support services, prompted him to seek licensure as a private investigator in the Commonwealth of Virginia, and subsequently form the subsidiary of Pretrial Services of Northern Virginia, to fulfill the additional needs of his clients.
Mr. Culin has been a long standing member of the National Association of Professional Accident Reconstructionists, and most recently was accepted as a member in the prestigious associations of Intellnet and The Council of International Investigators.

Deborah M. Dailey
Deborah Dailey began her career in the legal community with her service to the National Labor Relations Board, where she was the confidential assistant to Dennis M. Devaney, the presidential appointee to the Board. Upon leaving the National Labor Relations Board, Ms. Dailey then moved to the Merit Systems Protection Board, where she once again served as the confidential assistant to Antonio Amadon, also a presidential appointee.
During Ms. Dailey's ten years of service to these agencies, she was responsible for providing supervisory oversight for the twenty five member staff of the agencies, and was responsible for the management and tracking for all cases that came before the respective boards.
